David E. Kinchen

KinchenDavid is an industry leader with 30 years of experience at the corporate, divisional, and project level including collaborative delivery (DB, P3, CMAR), EPC, hard bid, and cost plus projects in municipal water and wastewater, federal, heavy civil, heavy industrial, commercial, institutional, and transportation areas of the industry. As a thought leader in the water and wastewater design-build industry, David serves at the national board level for the Water Design-Build Council (WDBC) and Design-Build Institute of America (DBIA). He has served in a number of roles throughout his career, including Vice President, Director, Chief Estimator, Project Manager, and Project Engineer for multiple top tier design and construction companies such as Black & Veatch, Skanska, Balfour Beatty, Atkins, and Rust Engineering. He has chaired multiple corporate growth initiatives and participates on corporate risk review boards.

As an Associate Vice President and Director for Black & Veatch Water, located in Atlanta, GA., David currently manages the development and business oversight of the collaborative delivery projects and expanded scope opportunities in North America and the Caribbean. He is responsible for business development, management oversight of strategic team relationships, proposal strategy development, conceptual design development review, sustainable design strategy and evaluation, oversight of design management, design-build execution oversight, and operational support.

David holds a BS from Auburn University, and studied at the Oxford University, London School of Business, and Advanced Studies in Business, RETP Civil Engineering, Georgia Tech.
