WEF/AWWA Utility Management Conference – Pre-Conference Workshop

This half-day workshop, conducted by WDBC Education Committee members, addresses the essential steps that originate in the planning process and continue through the procurement, management, and implementation of a water design-build project. It provides city and county officials; managers and staff of municipal, private, and governmental organizations; and private industry with essential knowledge needed to have a successful project.

All registered participants receive a copy of the 5th Edition of the Water and Wastewater Design-Build Handbook and workbook. WDBC will also issue a CEU certificate to attendees following completion of a 10-question multiple-choice test.

Workshop instructors include WDBC members Leofwin Clark, David Kinchen, Chitra Foster, and Tommy Brennan; together with South Platte Water Renewal Partners’ Pieter Van Ry leading owner-focused discussions.


1:30 – 1:40 p.m. – Opening Welcome, Introductions, Session Format and Group Learning Objectives.

1:40 – 2:20 p.m. – Deciding to Implement a Collaborative-Delivery Project and Principles and Best Practices of Collaborative Delivery provides overall guidance to owner organizations and industry practitioners on what is required to build internal understanding and consensus about a project’s goals, priorities, and drivers, followed by an explanation of the various collaborative-delivery methods — construction management-at-risk, progressive design-build, and fixed-price design-build — defining the differences among them, as well their advantages and distinctions. 2:20 – 2:30 p.m.  – Owner-focused discussion on experiences (Facilitator: Pieter Van Ry)

2:30 – 3:00 p.m. – Risk Management and Contracts addresses the areas of risk that are typical for water and wastewater projects. Topics include common project risks and allocation principles, managing risks, addressing liability and risk in the collaborative-delivery contract, contract commercial concepts, industry-standard contract forms, and closes with a list of cautions for consideration in preparation for the collaborative-delivery project.

3:00 – 3:30 – Break

3:30 – 3:40 p.m. – Owner-focused discussion on risk management and contracts (Facilitator: Pieter Van Ry)

3:40 – 4:10 p.m. – Conducting the Procurement Process expands on the collaborative-delivery methods in the second module. It describes the major steps in the procurement process from preparing the request for qualifications and request for proposals to selecting the design-builder or CMAR firm. (Presenter: Dave Kinchen)

4:10 – 4:20 p.m. – Owner-focused discussion on procurement experiences (Facilitator: Pieter Van Ry)

4:20 – 4:45 p.m. – Managing and Implementing Collaborative-Delivery Projects to Transition focuses on the management activities that commence once the contract with the collaborative-delivery firm is signed; with guidance on furthering the overall collaboration among the respective parties throughout the implementation of the project. (Presenter: Tommy Brennan)

4:45 – 5:00 p.m.Owner-focused discussion on implementing collaborative-delivery projects; session overview, questions, and wrap-up. (Facilitators: Tommy Brennan and Pieter Van Ry)
