Intent to Issue RFQ for Progressive Design-Build Services (Louisville, KY)

Owner: Louisville and Jefferson County Metropolitan Sewer District

Project: Upper Middle Fork Pump Station and Conveyance

The Louisville and Jefferson County Metropolitan Sewer District (MSD) intends to issue a request for qualifications (RFQ) soliciting statements of qualifications (SOQs) from qualified teams to provide progressive design-build services for the Upper Middle Fork Pump Station and Conveyance Project (Project). Following receipt and evaluation of the SOQs, MSD plans to short-list to a maximum of three teams and then issue a request for proposals (RFP) to those short-listed teams.

MSD is implementing a project to eliminate 18 sanitary sewer overflows (SSOs) on the Upper Middle Fork Interceptor in the vicinity of the Upper Middle Fork Pump Station (UMFPS) located near the intersection of Breckenridge Lane and Dutchmans Parkway. The Project will include the construction of a large-diameter deep rock tunnel with an approximate capacity of 35 million gallons. The Project will also include replacing the existing UMFPS with a new 10 mgd UMFPS including the installation of all the necessary electrical, mechanical, and instrumentation components to allow for the automated operation of the new UMFPS, in addition to the required odor control, screening, and building requirements. The design and construction of this multiyear Project is currently estimated to be approximately $130 million.

Due to the Project scope and schedule, MSD has chosen to proceed with a progressive design-build delivery method for the Project. MSD seeks to enter into a cooperative relationship with the selected design-builder, following the request for proposal process, in order to effectively address Project schedule, quality, functionality requirements, and stakeholder concerns.

The RFQ is expected to be issued in the Q3 of 2024. The Project is expected to be awarded in Q1 of 2025.
