Liz Kelly presented at a half-day workshop, “Managing Design-Build Projects for Water Infrastructure,” on Tuesday, February 17, at 8:30 a.m., during the 2015 AWWA/WEF Utility Management Conference (UMC), held from February 17-20, in Austin, Texas.
Delivery of water projects using alternative contracting approaches continues to be of great interest in the water industry.
The three-hour workshop, sponsored by the Water Design-Build Council (WDBC), was a “problem-solving” interactive education session designed specifically for utility administrators and agency managers involved in capital water and wastewater projects. The overall goal of these sessions is to equip industry professionals with the essential knowledge they need to plan for and manage through the transition process, a design-build water and wastewater infrastructure rehabilitation and replacement project.
Using actual case studies, participants also learned how to apply the WDBC’s Guidelines for Best Practices, which facilitates achieving savings in both project cost and schedule. By the end of the session, managers were able to do the following:
- Prepare for, organize internally, and define project priorities and drivers
- Evaluate and select the delivery method best suited for a design-build water or wastewater infrastructure project
- Understand progress design-build procurement and how to allocate risk and liability
- Define the essential and valuable steps to take in preparing for the transition and commissioning process of a design-build project
During the workshop, Liz helped facilitate a discussion on managing design-build procurement, specifically looking at the risk and liabilities associated with progressive design-build procurement. Using WDBC templates, the session took participants through the steps to produce RFQ’s and RFP’s for fixed-price or progressive design-build project, based on identified project priorities.
